Professional Summary

Mr. Butler is a Professional Engineer and the President of Magellan Engineering. Mr. Butler has a Chemical Engineering Degree from the University of Ottawa. He is a subject matter expert for emergency response activities. Mr. Butler is an active UN Weapons of Mass Destruction Inspector (Operations Officer of the Chemical Team). Mr. Butler has participated in many emergency incidents, is President of the Canadian Coast Guard Regional Advisory Council (Central Region) and National Advisory Council on Emergency Preparedness. Mr. Butler has over 17 years of experience in emergency response planning, preparedness, mitigation and training. He also has 17 years experience in risk assessment.

Examples of typical projects Mr. Butler has been involved in include Threat and Risk Assessments for high value Federal facilities (e.g. Federal Departmental Headquarters), Emergency Response Planning for the Atomic Energy of Canada Limited’s (AECL) shipment of Russian Plutonium, safety risk assessment for the Terra Nova offshore development, Escape, standby emergency response for special events (G20, G8), and many other Prevention, Preparedness and Response related projects.

Mr. Butler has co-authored many technical documents and guidelines and has successfully defended his work to such regulators as the Canadian Nuclear Safety Commission, Treasury Board, National Energy Board, Canadian Transportation Agency, Transport Canada, UK Health and Safety Executive, Canada-Newfoundland Offshore Petroleum Board, and many others.
